Arms Shoulders Back Workout

I do lots of weight lifting, I've been doing it for about 5 months now. But I my arms are still scranny and my shoulders are still "small". My Latissimus dorsi's are still small what technics should I use to improve these muscles?

When it comes to getting big, I have always found that increasing the intensity and lowering the volume works. It's just that simple. Do more sets to failure, and cut down on the number of sets you do.
