Building Inner and Upper Chest Size

I'm trying to build up my inner and upper chest more. The weird thing is, I exercise my chest three days a week with dumbbell pullovers, inclined bench dumbbell press, dumbbell fly, and flat bench barbell press, four sets each - 10, 8, 6, 4 reps. However, I RARELY give my arms a workout and they're much better looking than compared to what my inner and upper chest looks! Am I working out my chest too much? Should I cut back to two or one day a week for my chest? Should I modify my schedule? Thank you in advance to all who reply.
