How long does it take on average before youi start to see results when working out 4 times a week properaly?

It depends...
What do you mean by results? If you mean strength gains, you should see that almost right away - within a few workouts. If you mean muscle mass gains, you should notice that between 4-8 weeks after starting. If you mean fat loss, that depends far more on diet than on training so it's highly variable when the results come.
